KERALA STATE RUTRONIX or the Kerala State Rural Women’s Electronics Industrial Co-operative Federation Limited, Thiruvananthapuram, was set up by the Govt. of Kerala, in 1990 as the apex body of 18 Rural Women’s Electronics Industrial Co-operative Societies in the state. This Federation is a joint venture of Dept, of Information Technology, Khadi and Village Industries Commission and Kerala Khadi and Village Industries Board. With 18 Rural Women’s Electronics Industrial Co-operative Societies under its umbrella and around 500 technicians working in these societies, KERALA STATE RUTRONIX has reach and presence throughout the State and has established a unique identity and integrity of its own.
KERALA STATE RUTRONIX manufactured and supplied much acclaimed and well known products to their respective brand name holders. Computers, UPS, EPABX system, CF lamps, Solar Electric Devices, Electronic Calculators and VCDs are some of the other products of KERALA STATE RUTRONIX.
KERALA STATE RUTRONIX is now the second largest public sector company manufacturing Computers and Allied Equipment in the state and has been supplying them to Govt. departments and public sector units. Its software division named ‘Govern-IT’ has implemented several software projects for several public sector organizations of the Govt. of India and the State Government as well as for international agencies like W.H.O.
As part of the Golden Jubilee Celebrations of our State and with the aim of empowering women through Modern Technology, KERALA STATE RUTRONIX has launched a programme to give ‘Employment Oriented Computer Training at Affordable Cost to All’.
Being set up as a social welfare society, CTDC strives for the following objectives:
• Promote quality based and industry relevant computer education
• Standardizing and creating uniformity in computer education through State-wide implementation with a subsidized fee structure, especially for women of both the rural and urban areas
• Providing vocational training to the youth for their welfare and personal upliftment
• Set and maintain standards in computer education and training procedures by updating not only the syllabus and curriculum but also ensures infrastructure development of the ATCs from time to time
• Empower the youth who aim at global IT professions, to stand tall amidst a competent and challenging future.
PROCEDURES & RULES
The selection/admission/registration/Examination/Certificate for courses conducted by ‘KERALA STATE RUTRONIX’ will be strictly as per regulations.
- Admission Procedures
Any student with the minimum qualification specified in the notification (including those students awaiting results) can apply for admission at our prescribed Authorized Training Centers (ATCs). The list of selected students will be displayed at the ATC, as well as in the website, and will be informed to each student through a selection letter with proforma.
- Prospectus/Proforma for admission
A selection letter (with selection number and training centre) along with Proforma for registration/admission will be provided before the commencement of the counseling for the prospectus can be obtained from the specified ATC at the time of counseling on payment.
- Counseling
For Registration and Admission, the student must report herself/himself in person, accompanied by parent at the specified ATC with the duly filled up Application Form, originals and a copy each of certificates as per item 6 in the Application Form. Registration for Admission to all courses can be done only through online. PAC (Principal Affiliate Fee) has to be paid strictly through the pre-printed challan of specific banks generated by ATC after providing specific student details. The student is also required to bring three passport sized photographs, self attested on the reverse side. One of them must be pasted on the application form and the remaining two photographs are to be enclosed along with the application form. Application forms are not transferable.
- Reservation of Seats
There are provisions for students to avail reservation of seats for categories mentioned herewith, subject to conditions.
- Candidates belonging to the Scheduled Castes/Tribes as per the State Government norms.
- Women candidates, get special consideration as directed by KERALA STATE RUTRONIX.
- Preference will be given to students sponsored by recognized orphanages.
- Three percent of the total seats for admission into the course will be reserved for candidates who are handicapped but who have aptitude and are fit enough to undergo the prescribed training course.
- Ex-servicemen get upto 10% seats in each of the ATCs. These seats will be earmarked for in-service and ex-servicemen in the following order of priority:
- Children of deceased/disabled ex-servicemen including those killed/disabled during peace time,
- Children of ex-servicemen,
- Children of serving jawans,
- Children of serving officers and ex- servicemen
Note: If there are not enough candidates for reserved seats, such seats will be filled up by candidates from non-reserved categories.
- Mode of Selection
Candidates will be interviewed for the opted course by the Selection Committees appointed for the purpose by KERALA STATE RUTRONIX & PAC, as per the following methods: The selection will be based on the marks scored in the qualifying examination and as per the reservation rules. The cut off mark for the selection would be on the basis of marks obtained in the public examination of the minimum prescribed qualification. Scholarship will be provided to those eligible male & female applicants as per norms set forth by KERALA STATE RUTRONIX. Others are required to pay the specified course fee (the PAC fee for others would be 20% of the total course fee, subject to a minimum of Rs.1000).
- Registration
The right of registration of students is reserved by the KERALA STATE RUTRONIX through PAC.
For admission & registration, applicant should have paid the PAC Fee and produced their marklist and certificates as a proof of minimum qualification for the eligibility of the course at the time of counseling. Selection and registration of students who await results will be provisional. Such students must produce their marklist and certificates as a proof of required eligibility of the course, before the last date of admission.
An ID number will be assigned by KERALA STATE RUTRONIX to each registered student. Once registered with a course at an ATC, no change of Course or ATC is permissible. The ID number of the student must be mentioned along with every communication to the ATC/PAC/KERALA STATE RUTRONIX. An ID card will be issued to each student registered with KERALA STATE RUTRONIX.
- Cancellation of Admission/Registration/Exam Results/Certification.
KERALA STATE RUTRONIX has the right to cancel the admission /registration/examination results and Certification of any student, if any irregularities are found in terms of the admission or enrollment procedures or eligibility for admission, at any time during the training period or otherwise, immediately on finding such irregularity.
In such cases, the ATC will be held solely responsible for all grievances arising out of such irregularities.

All matters relating to theory/Lab-practical/etc., will be dealt by concerned ATC director. ATC reserves the right to make appropriate changes in the panel of lecturing staff, schedule and to dismiss a student for misconduct and for breach of ATC’S rules and regulations.
- Progress Register
A progress register will be maintained by the ATC for every student, from the date of admission to the ATC. Monthly tests will be conducted in all the subjects and the performance is to be recorded in the register for awarding sessional marks.
- Attendance
To be eligible for the semester examination, students should have a minimum of 80% attendance based on the actual number of working days.
Leave Admissible to Trainees
- Casual Leave: In addition to the declared holidays, casual leave at the rate of 5 days per Semester may be granted to students.
- Medical Leave: A student who is unable to attend training owing to illness may be allowed medical leave up to 10 days.
- Course fee: Course fee will be payable to ATC with regard to students who avail of the above kinds of leave.
Unauthorized Absence
For unauthorized absence of less than 10 consecutive days at a time, the Principal of the ATC should issue a written warning to the student for the first occasion. If the offence is repeated, his/her case should be reported to the KERALA STATE RUTRONIX Director, for cancellation of registration and removal from the rolls.
Absconders
A Student, who absents oneself from a training institute/centre for 10 consecutive days without permission and without informing the Principal of the ATC of the reasons for his absence, should be treated as an absconder and will be struck off the rolls with effect from the first day of his absence.
- Sessional Marks
A periodic Training evaluation of each student will be carried out by ATC. Based on that evaluation sessional marks will be forwarded to KERALA STATE RUTRONIX and will be recorded for performance assessment. The weightage for evaluation would be as follows:

- Project work
The selected courses, prescribed project work must be completed by the students under the guidance of concerned ATCs. For project works separate fee is charged additionally, according to the directions of KERALA STATE RUTRONIX.
- Transfer of Student
After registration of a student in an ATC, normally no change of course or ATC would be allowed. However in very exceptional cases Managing Director, KERALA STATE RUTRONIX may permit such transfer. PAC Fee once paid will not be refunded under any circumstances.
- Examination and Hall Ticket
The final examination at the end of each semester will be conducted by the Kerala State Rural Women’s Electronics Industrial Co-operative Federation Ltd., Thiuruvananthapuram.
The schedule for semester examinations conducted twice every year, will be informed to the students through ATC and Media. The student can only apply for examination after the duration of the specific course from the date of registration, has been completed. In addition a minimum of, 80% of attendance is compulsory. Students will have to submit duly filled up Examination Registration Form to the concerned ATC along with the examination fee (online) in accordance with the timely updates from KERALA STATE RUTRONIX.
The examination centre will be fixed by KERALA STATE RUTRONIX and cannot be changed. Hall ticket will be issued by KERALA STATE RUTRONIX through the ATCs. The medium of examination shall be in English.
- Certificate
The right of preparation and issuing of certificates is reserved by the ‘Kerala State Rural Women’s Electronics Industrial Co-operative Federation Ltd./ Thiruvananthapuram.
The marks secured by the Student will be indicated in the mark list which will be issued to the students soon after the examination. The certificate will be issued by KERALA STATE RUTRONIX to all successful students. Students who score a minimum of 40% marks each for every subject in the Final Theory Exams, 40% marks in the Final Practical Examination and 50% overall average (sessional marks and final examination marks put up together) alone would be declared successful. As per our grading system, successful students who score an overall average of 60% or above will be declared to have passed in FIRST CLASS., and successful students who scores an overall average of 75% or above will be declared to have passed with DISTINCTION.
The grading system is evaluated solely on marks earned by a student at the final external examinations.
- Course Fees
Course fee will be decided by KERALA STATE RUTRONIX, and will be stated in the course prospectus. Fee once paid will not be refunded in any circumstances.
- Caution Money
To guard against the loss or damage to equipment, tools and other articles entrusted to his charge, each candidate will be required to deposit with the head of the ATC, a sum of Rs.100 as ‘caution money’ at the time of joining the ATC. The caution money deposited by the students at the ATCs may be refunded to them as soon as they complete the course and hand over the tools and other articles entrusted to them and has paid for missing or damaged equipment, tools and other articles.
- Study Materials
Scientifically prepared, clear and simplified learning material covering major aspects of technology relevant course content, will be provided for selected courses by the PAC.
- Uniform Dressing Code
KERALA STATE RUTRONIX has stipulated a uniform dressing code for its students that require ladies to clothe in cream saree and a black blouse. Men are to wear a cream shirt with black pants.
